In the past, national and regional crime organizations were small, isolated and worked independent of other crime organizations. However in the past few decades free trade and high speed telecommunications has made it easier for such groups to operate, therefore resulting in "global Mafiosi" that seem to be working together around the globe. This new development makes it hard for governments and the United Nations to combat international organized crime. Lesotho, a nation of the African block is particularly concerned with the escalating problem of illicit traffic of drugs and firearms linked with organized crime. Not only does drug trafficking pose a threat to the structure of Lesothos society, but also to its government. Profits made from these operations are used to destabilize governments, corrupt officials and influence government decisions. Lesotho is a member of the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders. Furthermore it is an active member of the Commission on Crime Prevention and Criminal Justice. The nation of Lesotho recognizes that cooperation is the key ingredient in combating organized crime. At present formal extradition agreements exist between Lesotho and South Africa, Botswana, Swaziland, Malawi, Taiwan, the USA and Israel. International cooperation is required to successfully prevent and control transnational crime. This is particularly the case with increasing numbers of offenders fleeing from one jurisdiction to another in order to avoid punishment and continue their activities. Countries must respect and abide by the terms of bilateral and multilateral treaties that they are party to. Organized crime which should be of most concern includes terrorism, illicit arms trade, drug trafficking and economic crime, such as international fraud....

The SPCC plans must be in agreement with 40 CFR 112.7 and reviewed and certified by Registered Professional Engineer (Pollution Control 4). It must be reviewed by the facilities every three years or every time there is a change in the operator (Pollution Control 4). The copy of SPCC plan must be available with the operator who is attending 8 hours/day (Pollution Control 4). Periodic training must be provided to facility personnel, operator, and management for the spill prevention and response to oil spills (Pollution Control 4). Above storage tanks more than 660 gallons must be provided with secondary containment (Pollution Control 4). Appropriate cleanup equipments must be used to prevent oil spills from reaching navigable waters (Pollution Control 4). For drained water from the diked areas, a control valve must be used to lock when in use (Pollution Control 4). For others it is achieving a specific degree of merit as that established by the Malcolm Baldridge Awards, or International Standard Organizations (ISO). However, the petroleum industry as a whole has compromised, shifted, and remained adaptable to an ever-changing world filled with government regulations and restrictions. The negative environmental impact of the petroleum industry is either not understood, grossly downplayed, or it is blatantly ignored. Government agencies have amended and abolished amendments in many of their policies so quickly that establishing best practices is nearly impossible. However, one thing in the petroleum industry remains the same. Safety is a key quality concept that must be adhered to. Tosco Corporation made a bad name for itself by ignoring certain safety issues. Quality control in the safety department was ineffective, and people died because of their neglect. Only recently have they outsourced the development of their safety program to Dupont. Introduction to Government Standards The Department of Energy (DOE) and the Environmental Protection Agency (EPA) require an insurmountable amount of data, reports, testing, and auditing to ensure the compliance of all U.S. Oil Companies around the world. The most recent concern regarding the petroleum industry is that of methyl tertiary butyl ether (MTBEââ¬â¢s) that are put in our fuel. Early on it was believed that adding MTBEââ¬â¢s to fuel would result in cleaner burning gasoline. However, according to the ââ¬Å"Ground Water Monitorâ⬠small amounts seeped into the ground water and caused an unacceptable amount of contamination. The conception of MTBEââ¬â¢s was in 1967 with the passage of the Clean Air Act. This is the primary statute governing air quality in the United States. It assigns responsibilities to government and industry to reduce emissions from pollution sources such as automobiles, refineries, chemical plants, and power plants. However, it seems as though every solution to meet the stringent requirements poses another problem. The Clean Air Act has been amended several times, and most recently it is to be amended to ban MTBEââ¬â¢s by the year 2002.
